Chandigarh, September 1, 2026: Senior Shiromani Akali Dal (SAD) leader Bikram Singh Majithia on Tuesday demanded a CBI probe or a High Court-monitored independent investigation into alleged bribery claims concerning the release of a man accused in multiple rape cases. He also demanded the resignation/removal of Punjab State Commission for Women Chairperson Raj Lali Gill, alleging that she failed to act despite being aware of complaints by the alleged victims.
Addressing a press conference in Chandigarh, Majithia released purported phone recordings, photographs and CCTV footage, which he claimed supported his allegations.

ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਸੀਨੀਅਰ ਆਗੂ Bikram Singh Majithia ਨੇ ਸੋਮਵਾਰ, 1 ਸਤੰਬਰ ਨੂੰ Chandigarh ਵਿੱਚ ਕੀਤੀ press conference ਦੌਰਾਨ Punjab ਦੀ Bhagwant Mann ਸਰਕਾਰ ’ਤੇ ਗੰਭੀਰ allegations ਲਗਾਉਂਦਿਆਂ rape case, alleged ₹5-crore demand ਅਤੇ accused Gurinder Singh alias “Guri Chahal” ਦੀ ਰਿਹਾਈ ਦੇ ਮਾਮਲੇ ਦੀ CBI ਜਾਂ High Court-monitored independent investigation ਕਰਵਾਉਣ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਮਜੀਠੀਆ ਵੱਲੋਂ ਪੇਸ਼ ਕੀਤੇ audio recordings, photographs ਅਤੇ CCTV material ਦੀ authenticity ਹਾਲੇ independently establish ਨਹੀਂ ਹੋਈ ਹੈ।
ਮਜੀਠੀਆ ਨੇ press conference ਦੌਰਾਨ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਉਸ ਕੋਲ ਇਸ ਮਾਮਲੇ ਨਾਲ ਸਬੰਧਤ ਚਾਰ audio recordings ਹਨ। ਉਸ ਨੇ ਕੁਝ recordings ਮੀਡੀਆ ਸਾਹਮਣੇ ਚਲਾਉਂਦਿਆਂ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਇਹ conversations CM Bhagwant Mann ਦੀ ਪਤਨੀ Dr Gurpreet Kaur Mann ਦੇ ਰਿਸ਼ਤੇਦਾਰ ਦੱਸੇ ਜਾਂਦੇ Amardeep Singh Grewal ਅਤੇ Simranjit Singh Hundal ਨਾਲ ਸਬੰਧਤ ਹਨ। ਮਜੀਠੀਆ ਨੇ photographs ਅਤੇ CCTV footage ਵੀ ਪੇਸ਼ ਕਰਨ ਦਾ ਦਾਅਵਾ ਕੀਤਾ। ਹਾਲਾਂਕਿ ਇਨ੍ਹਾਂ recordings ਅਤੇ visuals ਦੀ authenticity ਜਾਂ ਉਨ੍ਹਾਂ ਤੋਂ ਕੱਢੇ ਜਾ ਰਹੇ conclusions ਦੀ independent verification ਸਾਹਮਣੇ ਨਹੀਂ ਆਈ।
Guri Chahal case ਕੀ ਹੈ?
Published reports ਮੁਤਾਬਕ Amritsar ਵਿੱਚ 29 April 2026 ਨੂੰ ਇੱਕ case ਦਰਜ ਹੋਇਆ ਸੀ, ਜਿਸ ਵਿੱਚ ਇੱਕ ਔਰਤ ਦੇ alleged abduction ਅਤੇ rape ਦੇ allegations ਸਨ। ਉਸ ਦੇ ਪਿਤਾ ਨੇ ਬਾਅਦ ਵਿੱਚ Punjab and Haryana High Court ਦਾ ਰੁਖ ਕੀਤਾ ਅਤੇ investigation ’ਤੇ ਸਵਾਲ ਚੁੱਕੇ। Accused ਵਜੋਂ Gurinder Singh alias Guri Chahal ਦਾ ਨਾਮ ਸਾਹਮਣੇ ਆਇਆ ਅਤੇ reports ਮੁਤਾਬਕ ਉਸ ਨੂੰ 13 May ਨੂੰ arrest ਕੀਤਾ ਗਿਆ ਸੀ।
Victim ਦੇ ਪਿਤਾ ਦੀ petition ਵਿੱਚ ਇਹ ਵੀ allegation ਕੀਤਾ ਗਿਆ ਕਿ Chahal ਕੋਲ ਉਸ ਦੀ ਧੀ ਦੀਆਂ private photographs ਸਨ ਅਤੇ ਉਨ੍ਹਾਂ ਰਾਹੀਂ ਉਸ ਨੂੰ blackmail ਕੀਤਾ ਜਾ ਰਿਹਾ ਸੀ। Petition ਵਿੱਚ Simranjit Singh Hundal ਅਤੇ Amardeep Singh Grewal ਦੇ ਨਾਮ ਵੀ respondents ਵਜੋਂ ਆਏ ਸਨ।
ਦੂਜੇ ਪਾਸੇ, Hundal ਦੀ ਇੱਕ separate petition ਵਿੱਚ allegations ਲਗਾਏ ਗਏ ਸਨ ਕਿ Grewal ਵੱਲੋਂ alleged rape case ਨੂੰ settle ਜਾਂ FIR cancel ਕਰਵਾਉਣ ਦੇ ਬਦਲੇ crores of rupees ਦੀ ਮੰਗ ਕੀਤੀ ਜਾ ਰਹੀ ਸੀ। ਇਹ allegations court ਵਿੱਚ final findings ਨਹੀਂ ਹਨ ਅਤੇ ਵੱਖ-ਵੱਖ ਪੱਖਾਂ ਵੱਲੋਂ ਇੱਕ-ਦੂਜੇ ਖ਼ਿਲਾਫ਼ allegations ਅਤੇ counter-allegations ਲਗਾਏ ਗਏ ਹਨ।
High Court ਨੇ ਕੀ ਕੀਤਾ?
ਇਸ ਮਾਮਲੇ ਦਾ ਇੱਕ ਮਹੱਤਵਪੂਰਨ verified development ਇਹ ਹੈ ਕਿ Punjab and Haryana High Court ਨੇ victim ਦੇ ਪਿਤਾ ਵੱਲੋਂ CBI investigation ਦੀ ਮੰਗ ਮਨਜ਼ੂਰ ਨਹੀਂ ਕੀਤੀ ਸੀ। ਇਸ ਦੀ ਥਾਂ court ਨੇ fresh investigation by a senior gazetted police officer, ਜੋ ਪਹਿਲਾਂ ਇਸ investigation ਨਾਲ ਜੁੜਿਆ ਨਾ ਹੋਵੇ, Special DGP ਦੀ supervision ਹੇਠ ਕਰਵਾਉਣ ਦੇ directions ਦਿੱਤੇ ਸਨ।
ਇਸ ਲਈ ਇਹ ਕਹਿਣਾ ਸਹੀ ਨਹੀਂ ਹੋਵੇਗਾ ਕਿ High Court ਨੇ ₹5-crore allegation ਨੂੰ proved ਮੰਨ ਲਿਆ ਹੈ। Court ਸਾਹਮਣੇ allegations ਅਤੇ counter-allegations ਆਏ ਹਨ, ਪਰ ਇਨ੍ਹਾਂ ’ਤੇ ਕੋਈ final judicial finding ਨਹੀਂ ਹੋਈ।
₹5 ਕਰੋੜ ਦੇ alleged demand ਦਾ ਵਿਵਾਦ
ਮਾਮਲਾ ਉਸ ਵੇਲੇ ਹੋਰ ਵੱਡਾ political controversy ਬਣਿਆ ਜਦੋਂ retired Punjab and Haryana High Court judge Justice Ranjit Singh ਨੇ victim ਦੇ ਪਿਤਾ ਦੀ petition ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਦੱਸਿਆ ਕਿ petition ਵਿੱਚ CM Bhagwant Mann ਦੀ ਪਤਨੀ Dr Gurpreet Kaur Mann ਨਾਲ ਜੋੜ ਕੇ ₹5 crore ਦੀ alleged demand ਦਾ ਜ਼ਿਕਰ ਕੀਤਾ ਗਿਆ ਹੈ।
ਇਸ ਤੋਂ ਬਾਅਦ National Human Rights Commission (NHRC) ਨੇ allegations ਦਾ cognisance ਲੈਂਦਿਆਂ Punjab Chief Secretary ਅਤੇ DGP ਨੂੰ inquiry ਕਰਕੇ action-taken report ਦੇਣ ਲਈ ਕਿਹਾ।
Dr Gurpreet Kaur Mann ਨੇ allegations ਨਕਾਰੇ
ਇਸ ਮਾਮਲੇ ਵਿੱਚ Dr Gurpreet Kaur Mann ਦਾ ਪੱਖ ਵੀ ਮਹੱਤਵਪੂਰਨ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ₹5-crore allegation ਨੂੰ “baseless”, fabricated ਅਤੇ politically motivated ਦੱਸਿਆ ਅਤੇ accusers ਨੂੰ allegations prove ਕਰਨ ਜਾਂ legal action ਦਾ ਸਾਹਮਣਾ ਕਰਨ ਦੀ ਚੁਣੌਤੀ ਦਿੱਤੀ। ਉਨ੍ਹਾਂ ਵੱਲੋਂ Justice Ranjit Singh ਨੂੰ legal notice ਵੀ ਭੇਜਿਆ ਗਿਆ।
ਇਸ ਲਈ social-media reporting ਵਿੱਚ ₹5 crore ਦੀ ਗੱਲ ਨੂੰ established fact ਦੀ ਬਜਾਏ “allegation/claim” ਵਜੋਂ ਹੀ ਦਰਸਾਉਣਾ ਜ਼ਰੂਰੀ ਹੈ।
Majithia: “ਦੋ ਮਹੀਨਿਆਂ ਵਿੱਚ ਬਾਹਰ ਕਿਵੇਂ ਆਇਆ?”
ਮਜੀਠੀਆ ਨੇ press conference ਵਿੱਚ Guri Chahal ਦੀ release ’ਤੇ ਵੀ ਸਵਾਲ ਚੁੱਕਿਆ। ਉਸ ਨੇ ਕਿਹਾ ਕਿ Chahal ਨੂੰ 13 May ਨੂੰ arrest ਕੀਤਾ ਗਿਆ ਸੀ ਅਤੇ ਉਸ ਦੇ ਮੁਤਾਬਕ July ਵਿੱਚ ਉਹ ਇੱਕ case ਵਿੱਚ release ਹੋ ਗਿਆ। Majithia ਨੇ ਪੁੱਛਿਆ ਕਿ kidnapping ਅਤੇ rape allegations ਵਾਲੇ ਮਾਮਲੇ ਵਿੱਚ accused ਇੰਨੀ ਜਲਦੀ jail ਤੋਂ ਬਾਹਰ ਕਿਵੇਂ ਆ ਗਿਆ।
ਮਜੀਠੀਆ ਨੇ further allege ਕੀਤਾ ਕਿ Chahal ਨੂੰ protection ਮਿਲੀ ਅਤੇ ਬਾਅਦ ਵਿੱਚ ਉਹ United States ਚਲਾ ਗਿਆ। ਉਸ ਨੇ ਇਸ ਨੂੰ CM Bhagwant Mann ਅਤੇ Dr Gurpreet Kaur ਨਾਲ ਜੋੜਦਿਆਂ allegations ਲਗਾਏ। ਇਹ specific allegation independently verified ਨਹੀਂ ਹੈ, ਇਸ ਲਈ “Punjab government sent him to America” ਨੂੰ fact ਵਜੋਂ publish ਨਹੀਂ ਕਰਨਾ ਚਾਹੀਦਾ।
Raj Lali Gill ’ਤੇ ਵੀ Majithia ਦਾ ਨਿਸ਼ਾਨਾ
Majithia ਨੇ Punjab State Commission for Women ਦੀ chairperson Raj Lali Gill ’ਤੇ ਵੀ ਸਵਾਲ ਚੁੱਕੇ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ resignation ਦੀ ਮੰਗ ਕੀਤੀ।
ਉਸ ਦਾ allegation ਸੀ ਕਿ Gill ਨੂੰ alleged victims ਦੀਆਂ complaints ਬਾਰੇ ਜਾਣਕਾਰੀ ਸੀ ਅਤੇ ਉਹ ਇੱਕ occasion ’ਤੇ ਮੌਜੂਦ ਸੀ ਜਦੋਂ ਕੁਝ women ਨੇ ਆਪਣੀਆਂ grievances CM ਸਾਹਮਣੇ ਰੱਖੀਆਂ, ਪਰ appropriate action ਨਹੀਂ ਹੋਇਆ। Majithia ਦੇ ਇਨ੍ਹਾਂ claims ਦੀ ਵੀ independent verification ਨਹੀਂ ਹੋਈ ਹੈ।
ED letters ਅਤੇ Rajveer Ghuman ਬਾਰੇ ਦਾਅਵਾ
Majithia ਨੇ CM office ਨਾਲ ਜੁੜੇ Rajveer Ghuman ਬਾਰੇ ਵੀ allegations ਦੁਹਰਾਏ ਅਤੇ ਦਾਅਵਾ ਕੀਤਾ ਕਿ Enforcement Directorate ਵੱਲੋਂ Punjab authorities ਨੂੰ communications ਭੇਜੀਆਂ ਗਈਆਂ ਹਨ। ਇਸ ਮਾਮਲੇ ਵਿੱਚ Ghuman ਪਹਿਲਾਂ Majithia ਨੂੰ defamation notice ਭੇਜ ਚੁੱਕੇ ਹਨ, ਜਦਕਿ SAD ਨੇ notice ਦਾ ਵਿਰੋਧ ਕੀਤਾ ਸੀ।
ਮਜੀਠੀਆ ਨੇ press conference ਵਿੱਚ ਇਹ argument ਦਿੱਤਾ ਕਿ ਜੇ ਇਸ ਤਰ੍ਹਾਂ ਦੀਆਂ ED communications opposition politicians ਬਾਰੇ ਹੁੰਦੀਆਂ ਤਾਂ police action ਪਹਿਲਾਂ ਹੀ ਹੋ ਚੁੱਕਾ ਹੁੰਦਾ। ਇਹ Majithia ਦਾ political allegation ਹੈ, ਨਾ ਕਿ ਕੋਈ established judicial finding।
SSP Jyoti Yadav transfer ’ਤੇ ਵੀ ਸਵਾਲ
Majithia ਨੇ IPS officer Jyoti Yadav ਦੇ transfer ਨੂੰ ਲੈ ਕੇ ਵੀ alleged ₹100-crore cyber/fake call-centre matter ਦਾ ਜ਼ਿਕਰ ਕੀਤਾ ਅਤੇ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ED investigation advanced stage ’ਤੇ ਹੈ ਅਤੇ summons ਆ ਸਕਦੇ ਹਨ। ਉਸ ਨੇ ਕੁਝ Punjab Police officers ਦੀ role ਦੀ investigation ਦੀ ਮੰਗ ਕਰਦਿਆਂ PM Narendra Modi ਨੂੰ ਲਿਖਣ ਦੀ ਗੱਲ ਵੀ ਕੀਤੀ।
