ਅਮਰੀਕੀ ਰਾਸ਼ਟਰਪਤੀ ਡੋਨਲਡ ਟਰੰਪ ਨੇ ਭਾਰਤ ਦੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨਾਲ ਮੁਲਾਕਾਤ ਤੋਂ ਕੁਝ ਘੰਟੇ ਪਹਿਲਾਂ ਵਪਾਰਕ ਭਾਈਵਾਲਾਂ ਵੱਲੋਂ ਦਰਾਮਦ ਵਸਤਾਂ ’ਤੇ ਵਿਆਪਕ ਪਰਸਪਰ ਟੈਕਸ (Reciprocal Tax) ਲਾਉਣ ਵਾਲੇ ਹੁਕਮਾਂ ’ਤੇ ਵੀਰਵਾਰ ਨੂੰ ਦਸਤਖ਼ਤ ਕਰ ਦਿੱਤੇ ਹਨ। ਇਸ ਤਹਿਤ ਅਮਰੀਕਾ ਕਿਸੇ ਵੀ ਮੁਲਕ ਤੋਂ ਦਰਾਮਦ ਵਸਤਾਂ ’ਤੇ ਉਹੀ ਟੈਕਸ ਲਗਾਏਗਾ, ਜੋ ਇਹ ਮੁਲਕ ਅਮਰੀਕਾ ਤੋਂ ਦਰਾਮਦ ਹੋਣ ਵਾਲੀਆਂ ਵਸਤਾਂ ’ਤੇ ਲਗਾਉਂਦੇ ਹਨ।
ਟਰੰਪ ਦੀ ਇਸ ਪੇਸ਼ਕਦਮੀ ਨਾਲ ਅਮਰੀਕਾ ਤੇ ਉਸ ਦੇ ਭਾਈਵਾਲਾਂ ਅਤੇ ਰਵਾਇਤੀ ਵਿਰੋਧੀ ਮੁਲਕਾਂ ਦਰਮਿਆਨ ਵਿਆਪਕ ਆਰਥਿਕ ਜਮੂਦ ਪੈਦਾ ਹੋਣ ਦਾ ਖ਼ਦਸ਼ਾ ਹੈ। ਇਸ ਦੌਰਾਨ ਵ੍ਹਾਈਟ ਹਾਊਸ ਦੇ ਅਧਿਕਾਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਕਾਰਜਕਾਰੀ ਹੁਕਮ ਫੌਰੀ ਲਾਗੂ ਨਹੀਂ ਹੋਣਗੇ ਤੇ ਦੂਜੇ ਦੇਸ਼ਾਂ ਨਾਲ ਸੰਭਾਵੀ ਵਪਾਰਕ ਗੱਲਬਾਤ ਲਈ ਸਮਾਂ ਮਿਲੇਗਾ।
ਓਵਲ ਦਫ਼ਤਰ ਵਿਚ ਹੁਕਮਾਂ ’ਤੇ ਦਸਤਖ਼ਤ ਕਰਨ ਮਗਰੋਂ ਟਰੰਪ ਨੇ ਕਿਹਾ, ‘‘ਮੈਂ ਵਪਾਰਕ ਤਵਾਜ਼ਨ ਕਾਇਮ ਕਰਨ ਦੇ ਇਰਾਦੇ ਨਾਲ ਪਰਸਪਰ ਟੈਕਸ (Reciprocal Tax) ਵਸੂਲਣ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ। ਇਹ ਸਾਰਿਆਂ ਲਈ ਢੁੱਕਵਾਂ ਹੈ। ਕੋਈ ਵੀ ਹੋਰ ਦੇਸ਼ ਸ਼ਿਕਾਇਤ ਨਹੀਂ ਕਰ ਸਕਦਾ।’’ ਟਰੰਪ ਨੇ ਕਿਹਾ, ‘‘ਇਹ ਬਹੁਤ ਸੌਖਾ ਹੈ। ਜੇ ਉਹ ਸਾਨੂੰ ਟੈਕਸ ਲਗਾਉਣਗੇ, ਅਸੀਂ ਉਨ੍ਹਾਂ ਨੂੰ ਲਗਾਵਾਂਗੇ। ਵਪਾਰ ਦੇ ਮਾਮਲੇ ਵਿੱਚ, ਮੈਂ ਫੈਸਲਾ ਕੀਤਾ ਹੈ ਕਿ ਨਿਰਪੱਖਤਾ ਦੇ ਉਦੇਸ਼ ਲਈ, ਮੈਂ ਪਰਸਪਰ ਟੈਰਿਫ ਲਗਾਵਾਂਗਾ- ਮਤਲਬ ਜਿਹੜਾ ਦੇਸ਼ ਅਮਰੀਕਾ ਨੂੰ ਟੈਕਸ ਲਾਏਗਾ, ਅਸੀਂ ਉਸ ਨੂੰ ਟੈਕਸ ਲਾਵਾਂਗੇ। ਨਾ ਘੱਟ ਨਾ ਵੱਧ।’’
ਟਰੰਪ ਚੀਨ ਤੋਂ ਦਰਾਮਦ ਵਸਤਾਂ ’ਤੇ ਪਹਿਲਾਂ ਹੀ ਦਸ ਫੀਸਦ ਵਾਧੂ ਟੈਕਸ ਲਾ ਚੁੱਕੇ ਹਨ। ਉਨ੍ਹਾਂ ਅਮਰੀਕਾ ਦੇ ਦੋ ਸਭ ਤੋਂ ਵੱਡੇ ਵਪਾਰਕ ਭਾਈਵਾਲਾਂ ਕੈਨੇਡਾ ਤੇ ਮੈਕਸਿਕੋ ਉੱਤੇ ਵੀ ਟੈਕਸ ਲਾਉਣ ਦੀ ਤਿਆਰੀ ਕਰ ਲਈ ਹੈ, ਜੋ 30 ਦਿਨਾਂ ਲਈ ਮੁਅੱਤਲ ਰਹਿਣ ਮਗਰੋਂ ਮਾਰਚ ਤੋਂ ਅਮਲ ਵਿਚ ਆ ਸਕਦੀ ਹੈ।
