ਸਰਕਾਰ ਵੱਲੋਂ ਕਸਟੋਡੀਅਨ ਦੀਆਂ ਜ਼ਿੰਮੇਵਾਰੀਆਂ ਤੇ ਫਰਜ਼ ਤੈਅ ਨਹੀਂ ਕੀਤੇ ਜਾ ਸਕਦੇ
ਸਿੱਖ ਸ਼ਬਦਾਵਲੀ, ਗੁਰਮਤਾ ਅਤੇ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਨਾਲ ਜੁੜੇ ਫ਼ੈਸਲੇ ਵਿਧਾਨ ਸਭਾ ਨਹੀਂ ਕਰ ਸਕਦੀ
ਧਾਰਮਿਕ ਮਾਮਲਿਆਂ ‘ਚ ਸਰਕਾਰ ਸੁਝਾਅ ਦੇ ਸਕਦੀ ਹੈ, ਪਰ ਹੁਕਮ ਨਹੀਂ ਦੇ ਸਕਦੀ
ਮੁੱਖ ਮੰਤਰੀ ਮਾਨ ਦੇ ਬਿਆਨਾਂ ‘ਤੇ ਸਵਾਲ
ਜਥੇਦਾਰ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਦੇ ਦੋ ਜਨਤਕ ਬਿਆਨਾਂ ਦਾ ਹਵਾਲਾ ਦਿੰਦੇ ਹੋਏ ਸਵਾਲ ਉਠਾਏ। ਪਹਿਲਾਂ, ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਬੇਅਦਬੀ ਕਰਨ ਵਾਲਾ ਵਿਅਕਤੀ ਮਾਨਸਿਕ ਤੌਰ ‘ਤੇ ਬਿਮਾਰ ਹੈ, ਤਾਂ ਉਸ ਦੇ ਮਾਪਿਆਂ ਜਾਂ ਸਰਪ੍ਰਸਤਾਂ ਨੂੰ ਸਜ਼ਾ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਜਥੇਦਾਰ ਨੇ ਪੁੱਛਿਆ ਕਿ ਕੀ ਅਜਿਹੀ ਵਿਵਸਥਾ ਕਾਨੂੰਨ ਵਿੱਚ ਦਰਜ ਹੈ। ਖੇਤੀਬਾੜੀ ਮੰਤਰੀ ਗੁਰਮੀਤ ਸਿੰਘ ਖੁੱਡੀਆਂ ਕੋਈ ਸਪੱਸ਼ਟ ਜਵਾਬ ਦੇਣ ਵਿੱਚ ਅਸਮਰੱਥ ਰਹੇ ਸੀ।
ਵਿਧਾਇਕ ਨਿੱਝਰ ਨੇ ਕੀਤੀ ਮੰਗ – ਲਾਈਵ ਪ੍ਰਸਾਰਣ ਦੀ ਇਜਾਜ਼ਤ ਨਾ ਦਿੱਤੀ ਜਾਵੇ
ਵਿਧਾਇਕ ਇੰਦਰਬੀਰ ਸਿੰਘ ਨਿੱਝਰ ਨੇ ਮਾਮਲੇ ਦੀ ਸੰਵੇਦਨਸ਼ੀਲਤਾ ਦਾ ਹਵਾਲਾ ਦਿੰਦੇ ਹੋਏ, ਲਾਈਵ ਪ੍ਰਸਾਰਣ ਵਿਰੁੱਧ ਅਪੀਲ ਕੀਤੀ। ਜਥੇਦਾਰ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਯਾਦ ਦਿਵਾਇਆ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਖੁਦ ਪਹਿਲਾਂ ਸਰਕਾਰੀ ਕਾਰਵਾਈ ਦੇ ਲਾਈਵ ਪ੍ਰਸਾਰਣ ਦੀ ਵਕਾਲਤ ਕੀਤੀ ਸੀ।
ਜਥੇਦਾਰ ਨੇ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਨੂੰ ਕਾਨੂੰਨ ਬਣਾਉਣ ਦਾ ਅਧਿਕਾਰ ਹੈ, ਪਰ ਸਿੱਖ ਭਾਈਚਾਰੇ ਨਾਲ ਸਬੰਧਤ ਮਾਮਲਿਆਂ ‘ਤੇ ਅਕਾਲ ਤਖ਼ਤ, ਸ਼੍ਰੋਮਣੀ ਕਮੇਟੀ ਅਤੇ ਹੋਰ ਸਿੱਖ ਸੰਸਥਾਵਾਂ ਨਾਲ ਰਸਮੀ ਸਲਾਹ-ਮਸ਼ਵਰਾ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ। ਕਾਂਗਰਸੀ ਵਿਧਾਇਕ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਮੁੱਦਾ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਉਠਾਇਆ ਸੀ।

ਕਿਹਾ- ਜੇ ਜਾਣਬੁਝ ਕੇ ਕਿਸੇ ਡੇਰੇ ਦਾ ਪੈਰੋਕਾਰ ਬੇਅਦਬੀ ਕਰਦਾ ਹੈ ਤਾਂ ਉਸ ਡੇਰੇ ਖਿਲਾਫ ਪਰਚਾ ਕੀਤਾ ਜਾਵੇ
‘ਜੇ ਕੋਈ ਬੇਅਦਬੀ ਕਰਨ ਵਾਲੇ ਨੂੰ ਬਚਾਉਂਦਾ ਹੈ ਤਾਂ ਉਸ ਦੇ ਖਿਲਾਫ ਵੀ ਪਰਚਾ ਦਰਜ ਹੋਵੇ’

ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੀ ਵਿਧਾਇਕਾ ਗਨੀਵ ਕੌਰ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਬੇਅਦਬੀ ਕਾਨੂੰਨ ਦੇ ਮੌਕੇ ਨਹੀਂ ਗਏ ਸੀ ਕਿਉਂਕਿ ਸ੍ਰੀ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਵੱਲੋਂ ਹੁਕਮ ਸੀ ਪਹਿਲਾਂ ਉਸ ਨਵੇਂ ਕਾਨੂੰਨ ਨੂੰ ਸ੍ਰੀ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਅਤੇ ਐਸਜੀਪੀਸੀ ਵੱਲੋਂ ਪ੍ਰਵਾਨ ਕੀਤਾ ਜਾਵੇ। ਫੇਰ ਇਹ ਬਿੱਲ ਪਾਸ ਕੀਤਾ ਜਾਵੇ। ਪਰ ਅਜਿਹਾ ਨਹੀਂ ਸੀ ਜਿਸ ਕਾਰਨ ਉਹ ਉੱਥੇ ਨਹੀਂ ਗਏ। ਜਿਸ ’ਤੇ ਜਥੇਦਾਰ ਸਾਹਿਬ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਹਾਉਸ ’ਚ ਜਾ ਕੇ ਇਸ ਸਬੰਧੀ ਆਵਾਜ ਚੁੱਕਣੀ ਚਾਹੀਦੀ ਸੀ। ਜਿਸ ’ਤੇ ਵਿਧਾਇਕਾ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਉੱਥੇ ਗੱਲ ਨਹੀਂ ਸੁਣੀ ਜਾਣੀ ਸੀ ਅਤੇ ਬੇਇੱਜਤੀ ਕੀਤੀ ਜਾਣੀ ਸੀ। ਜਿਸ ਕਾਰਨ ਉਹ ਨਹੀਂ ਗਏ ਸੀ।

-ਪੰਜਾਬ ਵਿਧਾਨਕਾਰਾਂ ਨੇ ਕਾਨੂੰਨ ’ਚੋਂ ਇਤਰਾਜ਼ਯੋਗ ਮੱਦਾਂ ਨੂੰ ਸਿੱਖ ਭਾਵਨਾਵਾਂ ਅਨੁਸਾਰ ਸੋਧਣ ਲਈ ਜੈਕਾਰਿਆਂ ਦੀ ਗੂੰਜ ’ਚ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਵਿਖੇ ਬਾਹਾਂ ਖੜ੍ਹੀਆਂ ਕਰਕੇ ਦਿੱਤੀ ਸਹਿਮਤੀ
-ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਵੱਲੋਂ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਸਿੱਖ ਭਾਵਨਾਵਾਂ ਅਨੁਸਾਰ ਸੋਧ ਕਰਨ ਲਈ ਇੱਕ ਮਹੀਨੇ ਦਾ ਦਿੱਤਾ ਗਿਆ ਸਮਾਂ
-ਸਿੱਖ ਭਾਵਨਾਵਾਂ ਤੇ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਨਾਲ ਸਹਿਮਤੀ ਅਨੁਸਾਰ ਸੋਧ ਹੋਣ ਤੱਕ ਕਾਨੂੰਨ ਦੀ ਕਾਰਵਾਈ ਮੁਲਤਵੀ ਕਰਨ ਦੇ ਆਦੇਸ਼
ਸ੍ਰੀ ਅੰਮ੍ਰਿਤਸਰ, 29 ਜੂਨ-
ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ, ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਅਤੇ ਗੁਰੂ ਖ਼ਾਲਸਾ ਪੰਥ ਦੀ ਰਾਏ ਅਤੇ ਸਹਿਮਤੀ ਤੋਂ ਬਗੈਰ ਪਾਸ ਕੀਤੇ ਗਏ ‘ਜਾਗਤ ਜੋਤ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਸਤਿਕਾਰ (ਸੋਧ), ਐਕਟ 2026’ ਦਾ ਮਾਮਲਾ ਵਿਚਾਰਨ ਲਈ ਅੱਜ ਸਕੱਤਰੇਤ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ (ਨਵੀਂ ਇਮਾਰਤ) ਵਿਖੇ ਵਿਸ਼ੇਸ਼ ਇਕੱਤਰਤਾ ਕੀਤੀ ਗਈ, ਜਿਸ ਵਿੱਚ ਸੱਦੇ ਗਏ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਸਿੱਖ ਕੈਬਨਿਟ ਮੰਤਰੀਆਂ ਅਤੇ ਵਿਧਾਨ ਸਭਾ ਦੇ ਸਿੱਖ ਵਿਧਾਇਕਾਂ ਨੇ ਸ਼ਮੂਲੀਅਤ ਕੀਤੀ।
ਪੰਜ ਸਿੰਘ ਸਾਹਿਬਾਨ ਨੇ ਇਕੱਤਰਤਾ ਦੀ ਅਗਵਾਈ ਕੀਤੀ ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਦੇ ਕਾਰਜਕਾਰੀ ਜਥੇਦਾਰ ਅਤੇ ਤਖ਼ਤ ਸ੍ਰੀ ਕੇਸਗੜ੍ਹ ਸਾਹਿਬ ਦੇ ਜਥੇਦਾਰ ਸਿੰਘ ਸਾਹਿਬ ਗਿਆਨੀ ਕੁਲਦੀਪ ਸਿੰਘ ਗੜਗੱਜ, ਸੱਚਖੰਡ ਸ੍ਰੀ ਹਰਿਮੰਦਰ ਸਾਹਿਬ ਦੇ ਗ੍ਰੰਥੀ ਸਿੰਘ ਸਾਹਿਬ ਗਿਆਨੀ ਬਲਜੀਤ ਸਿੰਘ, ਸਿੰਘ ਸਾਹਿਬ ਗਿਆਨੀ ਕੇਵਲ ਸਿੰਘ, ਤਖ਼ਤ ਸ੍ਰੀ ਦਮਦਮਾ ਸਾਹਿਬ ਦੇ ਜਥੇਦਾਰ ਗਿਆਨੀ ਟੇਕ ਸਿੰਘ ਅਤੇ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਦੇ ਪੰਜ ਪਿਆਰੇ ਗਿਆਨੀ ਮੰਗਲ ਸਿੰਘ ਹਾਜ਼ਰ ਸਨ। ਇਕੱਤਰਤਾ ਤੋਂ ਪਹਿਲਾਂ ਸਕੱਤਰੇਤ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਵਿਖੇ ਪੰਜ ਸਿੰਘ ਸਾਹਿਬਾਨ ਨੇ ਗੁਰੂ ਸਾਹਿਬ ਦੇ ਸਨਮੁਖ ਸਿੱਖ ਕੌਮ ਦੇ ਹਿੱਤਾਂ ਅਤੇ ਹੱਕਾਂ ਦੀ ਰਾਖੀ ਲਈ ਗੁਰਮਤਿ ਅਨੁਸਾਰ ਡਟ ਕੇ ਪਹਿਰਾ ਦੇਣ ਲਈ ਅਰਦਾਸ ਬੇਨਤੀ ਕੀਤੀ।
ਇਕੱਤਰਤਾ ਦੀ ਕਾਰਵਾਈ ਜਥੇਦਾਰ ਗਿਆਨੀ ਕੁਲਦੀਪ ਸਿੰਘ ਗੜਗੱਜ ਨੇ ਖੁਦ ਚਲਾਈ, ਜਿਸ ਦੌਰਾਨ ਸ਼ੁਰੂਆਤ ਵਿੱਚ ਮੂਲ ਮੰਤਰ, ਗੁਰ ਮੰਤਰ ਅਤੇ ਗੁਰਬਾਣੀ ਦਾ ਸਿਮਰਨ ਕਰਕੇ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ। ਕਾਰਵਾਈ ਦੌਰਾਨ ਵੱਖ-ਵੱਖ ਧਿਰਾਂ ਦੇ ਵਿਧਾਇਕਾਂ ਅਤੇ ਸਰਕਾਰ ਦੇ ਕੈਬਨਿਟ ਮੰਤਰੀਆਂ ਨੂੰ ਮਾਮਲੇ ’ਤੇ ਆਪਣੇ ਵਿਚਾਰ ਅਤੇ ਪੱਖ ਖੁੱਲ੍ਹੇ ਮਾਹੌਲ ਵਿੱਚ ਰੱਖਣ ਦਾ ਮੌਕਾ ਦਿੱਤਾ ਗਿਆ। ਜਥੇਦਾਰ ਗੜਗੱਜ ਨੇ ਸਮੂਹ ਵਿਧਾਇਕਾਂ ਅਤੇ ਮੰਤਰੀਆਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਕੋਈ ਵੀ ਇਤਰਾਜ਼ਯੋਗ ਸ਼ਬਦਾਵਲੀ ਜਾਂ ਇਕ ਦੂਜੇ ਵਿਰੁੱਧ ਨਿੱਜੀ ਟਿੱਪਣੀਆਂ ਨਹੀਂ ਕਰੇਗਾ, ਜਿਸ ਅਨੁਸਾਰ ਸਮੁੱਚੀ ਕਾਰਵਾਈ ਚੱਲੀ।
ਵਿਚਾਰਾਂ ਉਪਰੰਤ ਜਥੇਦਾਰ ਗਿਆਨੀ ਕੁਲਦੀਪ ਸਿੰਘ ਗੜਗੱਜ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਇੱਕ ਮਹੀਨੇ ਦਾ ਸਮਾਂ ਦਿੱਤਾ ਕਿ ਉਹ ਕਾਨੂੰਨੀ ਸੋਧ ਵਿੱਚ ਮੁੜ ਤੋਂ ਸਿੱਖ ਭਾਵਨਾਵਾਂ ਅਨੁਸਾਰ ਸੋਧ ਕਰਨ ਅਤੇ ਇਤਰਾਜ਼ਯੋਗ ਮੱਦਾਂ ਨੂੰ ਖਤਮ ਕੀਤਾ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਸਰਕਾਰ ਨੂੰ ਕਾਨੂੰਨ ਵਿੱਚ ਇਹ ਮੱਦ ਸ਼ਾਮਲ ਕਰਨ ਲਈ ਵੀ ਕਿਹਾ ਕਿ ਜੇਕਰ ਕਿਸੇ ਸਿੱਖ-ਵਿਰੋਧੀ ਡੇਰੇ ਦਾ ਪੈਰੋਕਾਰ ਜਾਂ ਡੇਰੇ ਨਾਲ ਸਬੰਧਤ ਕੋਈ ਵਿਅਕਤੀ ਮਿੱਥ ਕੇ ਬੇਅਦਬੀ ਕਰਦਾ ਹੈ ਤਾਂ ਸਬੰਧਤ ਡੇਰੇ ਦੇ ਮੁਖੀ ਵਿਰੁੱਧ ਵੀ ਪਰਚਾ ਦਰਜ ਕੀਤਾ ਜਾਵੇ। ਇਸ ਉੱਤੇ ਹਾਜ਼ਰ ਸਮੂਹ ਸਿੱਖ ਕੈਬਨਿਟ ਮੰਤਰੀਆਂ ਅਤੇ ਵਿਧਾਇਕਾਂ ਨੇ ਕਾਨੂੰਨ ਵਿੱਚ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਵੱਲੋਂ ਦਰਜ ਕਰਵਾਈਆਂ ਗਈਆਂ ਸਿੱਖ ਭਾਵਨਾਵਾਂ ਅਨੁਸਾਰ ਵਧੇਰੀ ਸੋਧ ਕਰਨ ਨੂੰ ਸਹਿਮਤੀ ਦਿੱਤੀ। ਸਹਿਮਤੀ ਲੈਣ ਲਈ ਪੰਜ ਸਿੰਘ ਸਾਹਿਬਾਨ ਨੇ ਵਾਰੀ-ਵਾਰੀ ਜੈਕਾਰੇ ਲਗਾਏ ਅਤੇ ਜਵਾਬ ਵਿੱਚ ਸਮੂਹ ਮੰਤਰੀਆਂ ਅਤੇ ਵਿਧਾਇਕਾਂ ਨੇ ਹੱਥ ਖੜ੍ਹੇ ਕਰਕੇ ਸਹਿਮਤੀ ਦਿੱਤੀ।
ਜਥੇਦਾਰ ਗੜਗੱਜ ਨੇ ਕਿਹਾ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਆਦੇਸ਼ ਕੀਤਾ ਕਿ ਜਦੋਂ ਤੱਕ ਸਿੱਖ ਭਾਵਨਾਵਾਂ ਅਤੇ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਨਾਲ ਸਹਿਮਤੀ ਅਨੁਸਾਰ ਕਾਨੂੰਨ ਵਿੱਚ ਸੋਧ ਨਹੀਂ ਕੀਤੀ ਜਾਂਦੀ ਉਦੋਂ ਤੱਕ ਇਸ ਨੂੰ ਮੁਲਤਵੀ ਕੀਤਾ ਜਾਵੇ।
ਜਥੇਦਾਰ ਗਿਆਨੀ ਕੁਲਦੀਪ ਸਿੰਘ ਗੜਗੱਜ ਨੇ ਕਿਹਾ ਕਿ ਵਿਚਾਰਾਂ ਦੌਰਾਨ ਬਹੁਤੇ ਵਿਧਾਇਕਾਂ ਨੇ ਸੱਚ ਬੋਲਦਿਆਂ ਇਹ ਗੱਲ ਮੰਨੀ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਕਾਨੂੰਨੀ ਸੋਧ ਨੂੰ ਪਾਸ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਇਸ ਦਾ ਖਰੜਾ ਨਹੀਂ ਪੜ੍ਹਿਆ ਜੋ ਕਿ ਦਰਸਾਉਂਦਾ ਹੈ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਇਹ ਕਾਨੂੰਨ ਕਾਹਲੀ ਵਿੱਚ ਇਸ ਦੀ ਗੰਭੀਰਤਾ ਅਤੇ ਸੰਜੀਦਗੀ ਨੂੰ ਸਮਝੇ ਬਿਨਾਂ ਹੀ ਧੱਕੇ ਨਾਲ ਪਾਸ ਕੀਤਾ ਗਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਤਰਫ਼ੋਂ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਅਤੇ ਬੇਅਦਬੀ ਦੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਅਤਿ ਗੰਭੀਰ ਅਣਗਹਿਲੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਨੇ ਕਾਨੂੰਨ ਦਾ ਖਰੜਾ ਵਿਧਾਇਕਾਂ ਨੂੰ ਸਿਰਫ਼ ਇੱਕ ਦਿਨ ਪਹਿਲਾਂ ਹੀ ਭੇਜਿਆ ਅਤੇ ਨਾ ਹੀ ਉਨ੍ਹਾਂ ਨੂੰ 2008 ਦੇ ਮੂਲ ਕਾਨੂੰਨ ਦੀ ਕਾਪੀ ਮੁਹੱਈਆ ਕਰਵਾਈ ਗਈ।
ਕੁਝ ਵਿਧਾਇਕਾਂ ਨੇ ਪੱਖ ਰੱਖਿਆ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਵਿਧਾਨ ਸਭਾ ਅੰਦਰ ਸਰਕਾਰ ਨੂੰ ਇਹ ਗੱਲ ਆਖੀ ਸੀ ਕਿ ਇਸ ਕਾਨੂੰਨੀ ਸੋਧ ਨੂੰ ਪਾਸ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਇਸ ਉੱਤੇ ਸ਼੍ਰੋਮਣੀ ਕਮੇਟੀ, ਸਿੱਖ ਸੰਸਥਾਵਾਂ, ਵਿਦਵਾਨਾਂ ਅਤੇ ਕਾਨੂੰਨੀ ਮਾਹਰਾਂ ਨਾਲ ਵਿਚਾਰ ਜ਼ਰੂਰੀ ਹੈ।
ਜਥੇਦਾਰ ਗੜਗੱਜ ਨੇ ਕਿਹਾ ਕਿ ਕਾਨੂੰਨੀ ਸੋਧ ਰਾਹੀਂ ਸਰਕਾਰ ਨੇ ਸਿੱਖ ਮਰਯਾਦਾ, ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਦੇ ਅਧਿਕਾਰ ਖੇਤਰ ਅਤੇ ਸ਼੍ਰੋਮਣੀ ਕਮੇਟੀ ਦੀ ਅੰਦਰੂਨੀ ਕਾਰਗੁਜ਼ਾਰੀ ਵਿੱਚ ਦਖ਼ਲ ਦਿੱਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਸਬੰਧੀ ਕੋਈ ਵੀ ਫ਼ੈਸਲਾ ਲੈਣ ਦਾ ਅਧਿਕਾਰ ਕੇਵਲ ਗੁਰੂ ਖ਼ਾਲਸਾ ਪੰਥ ਨੂੰ ਹੈ ਨਾ ਕਿ ਸਰਕਾਰ ਨੂੰ। ਉਨ੍ਹਾਂ ਇਹ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਸੋਧ ਵਿੱਚ ਕਸਟੋਡੀਅਨ ਅਤੇ ਉਸ ਦੀਆਂ ਜ਼ਿੰਮੇਵਾਰੀਆਂ ਤੈਅ ਕਰਨਾ ਸਰਕਾਰ ਦਾ ਕਾਰਜ ਨਹੀਂ ਹੈ, ਇਹ ਸਿੱਖਾਂ ਦਾ ਅੰਦਰੂਨੀ ਮਾਮਲਾ ਹੈ। ਸਰਕਾਰ ਦੇ ਕਾਨੂੰਨ ਨੇ ਆਮ ਸਿੱਖ ਸੰਗਤ ਦੇ ਮਨਾਂ ਅੰਦਰ ਡਰ ਪੈਦਾ ਕੀਤਾ ਹੈ ਅਤੇ ਇਸ ਨਾਲ ਸਿੱਖੀ ਪ੍ਰਚਾਰ ਪ੍ਰਸਾਰ ਵਿੱਚ ਵੱਡੀ ਅੜਚਨ ਪੈਦਾ ਹੋਵੇਗੀ। ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਸਿੱਖ ਸੰਗਤ ਨੇ ਗੁਰਬਾਣੀ ਦੀਆਂ ਸੈਂਚੀਆਂ, ਪੋਥੀਆਂ, ਗੁਟਕਾ ਸਾਹਿਬ ਅਤੇ ਧਾਰਮਿਕ ਸਾਹਿਤ ਵੀ ਗੁਰਦੁਆਰਾ ਸਾਹਿਬਾਨ ਵਿਖੇ ਜਮ੍ਹਾ ਕਰਵਾਇਆ ਹੈ, ਜੋ ਕਿ ਸਰਕਾਰ ਦੀ ਗ਼ੈਰ-ਸੰਜੀਦਾ ਪਹੁੰਚ ਦਾ ਨਤੀਜਾ ਹੈ।
ਇਕੱਤਰਤਾ ਦੌਰਾਨ ਜਥੇਦਾਰ ਗੜਗੱਜ ਨੇ 2015 ਬਰਗਾੜੀ ਬੇਅਦਬੀ ਅਤੇ 2017 ਮੌੜ ਅੱਤਵਾਦੀ ਬੰਬ ਧਮਾਕੇ ਦੇ ਮਾਮਲਿਆਂ ਸਬੰਧੀ ਸਿੱਖਾਂ ਅਤੇ ਪੀੜਤਾਂ ਨੂੰ ਇਨਸਾਫ਼ ਸਬੰਧੀ ਵੀ ਸਵਾਲ ਕੀਤੇ। ਉਨ੍ਹਾਂ ਇਨ੍ਹਾਂ ਮਾਮਲਿਆਂ ਵਿੱਚ ਡੇਰਾ ਸਿਰਸਾ ਮੁਖੀ ਗੁਰਮੀਤ ਰਾਮ ਰਹੀਮ ਵਿਰੁੱਧ ਕੋਈ ਕਾਰਵਾਈ ਨਾ ਕਰਨ ਉੱਤੇ ਵੀ ਸਰਕਾਰ ਦੀ ਕਰੜੀ ਆਲੋਚਨਾ ਕੀਤੀ ਅਤੇ ਆਖਿਆ ਕਿ ਉਸ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਕੇ ਪੰਜਾਬ ਲਿਆਂਦਾ ਜਾਵੇ।
ਜਥੇਦਾਰ ਗੜਗੱਜ ਨੇ ਹਾਜ਼ਰ ਕੈਬਨਿਟ ਮੰਤਰੀਆਂ ਅਤੇ ਵਿਧਾਇਕਾਂ ਨੂੰ ਕੁਝ ਅਹਿਮ ਸਵਾਲ ਕੀਤੇ ਕਿ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵੱਲੋਂ ਪਾਸ ਕੀਤੀ ਗਈ ਕਾਨੂੰਨੀ ਸੋਧ ਬਾਰੇ ਕਿੰਨੇ ਵਿਧਾਇਕਾਂ ਤੋਂ ਸੁਝਾਅ ਲਏ ਗਏ? ਵਿਧਾਇਕਾਂ ਨੂੰ ਇਹ ਕਾਨੂੰਨ ਦਾ ਖਰੜਾ ਕਦੋਂ ਮਿਲਿਆ? ਮੰਤਰੀਆਂ ਨੂੰ ਇਹ ਕਾਨੂੰਨ ਕਦੋਂ ਮਿਲਿਆ? ਪ੍ਰਵਾਨਗੀ ਦੇਣ ਤੋਂ ਪਹਿਲਾਂ ਇਹ ਕਾਨੂੰਨ ਮੰਤਰੀਆਂ ਅਤੇ ਵਿਧਾਇਕਾਂ ਨੇ ਪੜ੍ਹਿਆ ਜਾਂ ਨਹੀਂ? ਪੰਜਾਬ ਕੈਬਨਿਟ ਨੇ ਇਸ ਕਾਨੂੰਨ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਤੋਂ ਪਹਿਲਾਂ ਕਿਹੜੇ ਕਾਨੂੰਨੀ ਮਾਹਿਰਾਂ, ਧਾਰਮਿਕ ਮਾਹਿਰਾਂ, ਧਾਰਮਿਕ ਨੁਮਾਇੰਦਿਆਂ, ਸੰਸਥਾਵਾਂ ਜਾਂ ਹੋਰਾਂ ਨਾਲ ਸਲਾਹ ਮਸ਼ਵਰਾ ਕੀਤਾ? ਸਾਲ 2008 ਵਾਲਾ ਕਾਨੂੰਨ ਸ਼੍ਰੋਮਣੀ ਕਮੇਟੀ ਦੇ ਜਨਰਲ ਇਜਲਾਸ ਦੇ ਮਤੇ ਤੋਂ ਬਾਅਦ ਸਰਕਾਰ ਵੱਲੋਂ ਬਣਾਇਆ ਗਿਆ, ਲੇਕਿਨ 2026 ਵਿੱਚ ਸੋਧ ਤੋਂ ਪਹਿਲਾਂ ਸ਼੍ਰੋਮਣੀ ਕਮੇਟੀ ਦੀ ਰਾਏ ਤੇ ਸਹਿਮਤੀ ਕਿਉਂ ਨਹੀਂ ਲਈ ਗਈ?

Important meeting held at Sri Akal Takht Sahib on ‘Jagat Jot Sri Guru Granth Sahib Satkar (Amendment) Act, 2026’, Sikh Ministers and MLAs expressed their views in an open atmosphere

-Sikh MLAs and Ministers admitted at Sri Akal Takht Sahib that they did not read or discuss draft of legal amendment before passing it
-Punjab legislators gave their consent to amend objectionable provisions of law in accordance with Sikh sentiments with raised arms at Sri Akal Takht Sahib amidst Jaikaras
-Sri Akal Takht Sahib gave one month’s time to Punjab Government to amend legislation in accordance with Sikh sentiments
-Orders to suspend proceedings of law until amendments are made in accordance with Sikh sentiments and agreement with Sri Akal Takht Sahib
Sri Amritsar, June 29-
A special meeting was held today at the Secretariat Sri Akal Takht Sahib (new building) to discuss the issue of ‘Jagat Jot Sri Guru Granth Sahib Satkar (Amendment), Act 2026’ passed by Punjab Government without the opinion and consent of the Sri Akal Takht Sahib, Shiromani Gurdwara Parbandhak Committee (SGPC) and Guru Khalsa Panth, which was attended by the invited Sikh Cabinet Ministers of the Punjab Government and Sikh MLAs of the Vidhan Sabha.
Five Singh Sahibs led the meeting, including the Acting Jathedar of Sri Akal Takht Sahib and Jathedar of Takht Sri Kesgarh Sahib Giani Kuldip Singh Gargajj, Granthi of Sachkhand Sri Harmandar Sahib Giani Baljit Singh, Giani Kewal Singh, Jathedar of Takht Sri Damdama Sahib Giani Tek Singh and Panj Piara of Sri Akal Takht Sahib Giani Mangal Singh. Before the meeting, at the Secretariat Sri Akal Takht Sahib, the five Singh Sahibs prayed before the Guru Sahib to stand firm and protect the interests and rights of the Sikh community according to Gurmat (Guru’s wisdom).
The proceedings of the meeting were conducted by Jathedar Giani Kuldip Singh Gargajj himself, during which the proceedings were started by reciting the Mool Mantra, Gur Mantra and Gurbani. During the proceedings, the MLAs of different parties and the cabinet ministers of the government were given an opportunity to express their views and positions on the matter in an open atmosphere. Jathedar Gargajj instructed all the MLAs and ministers that no one would make objectionable words or personal remarks against each other, according to which the entire proceedings were conducted.
After the discussions, Jathedar Giani Kuldip Singh Gargajj gave the Punjab government one month’s time to amend the legal amendment again according to Sikh sentiments and eliminate the objectionable clauses. He also asked the government to include this provision in the law that if a follower of an anti-Sikh Dera or a person associated with such Dera deliberately commits sacrilege, then a case should also be registered against the head of the concerned Dera. On this, all the Sikh cabinet ministers and MLAs present agreed to make further amendments in the law as per the Sikh sentiments registered by Sri Akal Takht Sahib. To get the agreement, the five Singh Sahibans took turns to raise Jaikaras (Sikh slogans) and in response, all the ministers and MLAs agreed by raising their hands. Jathedar Gargajj said that he also asked the Punjab government to suspend the law until it is amended in accordance with Sikh sentiments and in agreement with Sri Akal Takht Sahib.
Jathedar Giani Kuldip Singh Gargajj said that during the discussions, most of the MLAs have honestly admitted that they did not read the draft of the legal amendment before passing it, which shows that this law has been passed by the Punjab government in a hurry without understanding its seriousness and sensitivity. He said that this is a very serious negligence on the part of the Punjab government in the matters of Sri Guru Granth Sahib Ji and sacrilege. He said that the government sent the draft law to the MLAs only a day in advance and neither was a copy of the original law of 2008 provided to them.
Some MLAs maintained that they had told the government in the Vidhan Sabha that it was necessary to discuss this legal amendment with the SGPC, Sikh institutions, scholars and legal experts before passing it.
Jathedar Gargajj said that through its legal amendment, the government has interfered in the Sikh maryada (code of conduct), the jurisdiction of Sri Akal Takht Sahib and the internal functioning of the SGPC. He said that only the Guru Khalsa Panth has the right to take any decision regarding Sri Guru Granth Sahib and not the government. He made it clear that it is not the government’s job to determine the custodian and their responsibilities in the amendment as it is an internal matter of the Sikhs. The government’s law has created fear in the minds of the general Sikh community and this will create a big obstacle in the preaching of Sikh faith. A large number of Sikh Sangat have also deposited Gurbani Sanchis, Pothis, Gutka Sahib and religious literature at Gurdwars, which is a result of the government’s non-serious approach.
During the gathering, Jathedar Gargajj also questioned the government on justice to the Sikhs and the victims of the 2015 Bargari sacrilege related cases and 2017 Maur terrorist bomb blast case. He also strongly criticized the government for not taking any action against Dera Sirsa chief Gurmeet Ram Rahim in these cases and said that he should be arrested and brought to Punjab.
Jathedar Gargajj asked some important questions to the cabinet ministers and MLAs present that how many MLAs were consulted regarding the legal amendment passed by the Punjab Vidhan Sabha? When did the MLAs get the draft of this law? When did the ministers get this law? Did the ministers and MLAs read this law or not before giving approval? Which legal experts, religious experts, religious representatives, organizations or others did the Punjab Cabinet consult before approving this law? The law of 2008 was made by the government after the resolution of the general session of the SGPC, but why was the opinion and consent of the SGPC not taken before the amendment in 2026?

ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਸਕੱਤਰੇਤ ’ਤੇ ਅੱਜ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦੇ ਸਪੀਕਰ ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਬਾਕੀ ਵਿਧਾਇਕਾਂ ਸਮੇਤ ਪੇਸ਼ ਹੋਏ ਹਨ। ਸਿੱਖ ਇਤਿਹਾਸ ’ਚ ਇਹ ਦੂਜਾ ਮੌਕਾ ਹੈ ਕਿ ਜਦੋਂ ਇੱਕੋ ਪਰਿਵਾਰ ਦੋ ਮੈਂਬਰਾਂ ਦੀ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਸਕੱਤਰੇਤ ਵੱਲੋਂ ਤਲਬੀ ਹੋਈ ਹੋਵੇ। ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ’ਤੇ ਜੂਨ 1984 ਦੇ ਬਲ਼ੂ ਸਟਾਰ ਅਪਰੇਸ਼ਨ ਲਈ ਨੈਤਿਕ ਅਤੇ ਸੰਵਿਧਾਨਿਕ ਤੌਰ ’ਤੇ ਤਤਕਾਲੀ ਰਾਸ਼ਟਰਪਤੀ ਤੇ ਭਾਰਤੀ ਹਥਿਆਰਬੰਦ ਸੈਨਾਵਾਂ ਦੇ ਸਰਵ ਉੱਚ ਕਮਾਂਡਰ ਹੋਣ ਦੇ ਨਾਤੇ ਗਿਆਨੀ ਜੈਲ ਸਿੰਘ ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਮੰਨਦਿਆਂ ਉਨ੍ਹਾਂ ਨੂੰ ਤਲਬ ਕੀਤਾ ਗਿਆ ਸੀ।
ਕਰੀਬ 42 ਸਾਲ ਪਹਿਲਾਂ ਦਾਦਾ ਗਿਆਨੀ ਜੈਲ ਸਿੰਘ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ’ਤੇ ਪੇਸ਼ ਹੋਏ ਸਨ ਅਤੇ ਅੱਜ ਉਨ੍ਹਾਂ ਦਾ ਪੋਤਾ ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਸਕੱਤਰੇਤ ’ਤੇ ਪੇਸ਼ ਹੋਏ ਹਨ। ‘ਸੰਧਵਾਂ ਪਰਿਵਾਰ’ ਦੇ ਦੋ ਮੈਂਬਰ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ’ਤੇ ਪੇਸ਼ ਹੋਏ ਹਨ। ਉਸ ਤੋਂ ਪਹਿਲਾਂ ‘ਬਾਦਲ ਪਰਿਵਾਰ’ ਦੇ ਦੋ ਮੈਂਬਰਾਂ ਨੂੰ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ’ਤੇ ਪੇਸ਼ ਹੋਏ ਸਨ। 1978 ’ਚ ਅੰਮ੍ਰਿਤਸਰ ’ਚ ਹੋਏ ਸਿੱਖ ਨਿਰੰਕਾਰੀ ਹਿੰਸਕ ਟਕਰਾਅ ਦੇ ਮੱਦੇਨਜ਼ਰ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਵੱਲੋਂ ਤਤਕਾਲੀ ਮੁੱਖ ਮੰਤਰੀ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੂੰ ਤਲਬ ਕੀਤਾ ਗਿਆ ਸੀ।
ਬਾਦਲ ਪਰਿਵਾਰ ਦੇ ਹੀ ਸਾਬਕਾ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੂੰ ਸਾਲ 2007-2017 ਦਰਮਿਆਨ ਵਾਪਰੀਆਂ ਬੇਅਦਬੀ ਦੀਆਂ ਘਟਨਾਵਾਂ ਦੇ ਮੁਤੱਲਕ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਤੋਂ 30 ਅਗਸਤ 2024 ਨੂੰ ਤਨਖ਼ਾਹੀਆ ਐਲਾਨਿਆ ਗਿਆ ਸੀ। ਅੱਜ ‘ਸੰਧਵਾਂ ਪਰਿਵਾਰ’ ਦੇ ਦੂਜੇ ਮੈਂਬਰ ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਸਕੱਤਰੇਤ ’ਤੇ ਪੇਸ਼ ਹੋਏ ਹਨ। ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦੇ ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਪਹਿਲੇ ਸਪੀਕਰ ਹਨ ਜਿਨ੍ਹਾਂ ਨੂੰ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਸਕੱਤਰੇਤ ਵੱਲੋਂ ਤਲਬ ਕੀਤਾ ਗਿਆ ਹੈ।
ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਗਿਆਨੀ ਜੈਲ ਸਿੰਘ ਦੇ ਭਰਾ ਦੇ ਪੋਤੇ ਹਨ ਪਰ ਉਨ੍ਹਾਂ ਨੂੰ ਗਿਆਨੀ ਜੈਲ ਸਿੰਘ ਦੇ ਪੋਤੇ ਵਜੋਂ ਹੀ ਜਾਣਿਆ ਜਾਂਦਾ ਹੈ। ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵੱਲੋਂ ਵਿਸਾਖੀ ਦਿਹਾੜੇ ਦੇ ਮੌਕੇ 13 ਅਪਰੈਲ 2026 ਨੂੰ ਸਾਲ 2008 ਦੇ ਪੁਰਾਣੇ ਐਕਟ ’ਚ ਸੋਧ ਕਰਕੇ ‘ਜਾਗਤ ਜੋਤ ਸ੍ਰੀ ਗੁਰੂ ਗਰੰਥ ਸਾਹਿਬ ਸਤਿਕਾਰ (ਸੋਧ) ਐਕਟ 2026’ ਨੂੰ ਪਾਸ ਕੀਤਾ ਗਿਆ ਸੀ। ਇਸ ਸੋਧ ਐਕਟ ’ਤੇ ਛਿੜੇ ਵਿਵਾਦ ਮਗਰੋਂ ਹੀ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਨੇ ‘ਆਪ’ ਦੇ ਵਿਧਾਇਕਾਂ ਤੇ ਵਜ਼ੀਰਾਂ ਨੂੰ ਅੱਜ ਲਈ ਤਲਬ ਕੀਤਾ।
ਸਿੱਖਾਂ ਦੀ ਸਰਵਉੱਚ ਸੰਸਥਾ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਦੇ ਇਤਿਹਾਸ ’ਤੇ ਨਜ਼ਰ ਮਾਰੀਏ ਤਾਂ 19 ਵੀਂ ਸਦੀ ਦੇ ਸ਼ੁਰੂ ’ਚ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਦੇ ਤਤਕਾਲੀ ਜਥੇਦਾਰ ਅਕਾਲੀ ਫੂਲਾ ਸਿੰਘ ਵੱਲੋਂ ਸਿੱਖ ਸਾਮਰਾਜ ਦੇ ਤਾਕਤਵਰ ਸ਼ਾਸਕ ਮਹਾਰਾਜਾ ਸਿੰਘ ਰਣਜੀਤ ਸਿੰਘ ਨੂੰ ਤਲਬ ਕੀਤਾ ਗਿਆ ਸੀ। ਮਹਾਰਾਜਾ ਰਣਜੀਤ ਸਿੰਘ ਨੇ ਰੂਹਾਨੀ ਅਸਥਾਨ ਅੱਗੇ ਸਿਰ ਝੁਕਾਉਂਦਿਆਂ ਧਾਰਮਿਕ ਸਜ਼ਾ ਪ੍ਰਵਾਨ ਕਰ ਲਈ ਸੀ। ਅਪਰੇਸ਼ਨ ਬਲੂ ਸਟਾਰ ਮਗਰੋਂ ਗਿਆਨੀ ਜੈਲ ਸਿੰਘ ਤੋਂ ਇਲਾਵਾ ਤਤਕਾਲੀ ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰੀ ਬੂਟਾ ਸਿੰਘ ਨੂੰ ਧਾਰਮਿਕ ਸਜ਼ਾ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਤੋਂ ਲਗਾਈ ਗਈ ਸੀ।
ਅਪਰੇਸ਼ਨ ਬਲੈਕ ਥੰਡਰ ਤਹਿਤ ਸ੍ਰੀ ਦਰਬਾਰ ਸਾਹਿਬ ਕੰਪਲੈਕਸ ਅੰਦਰ ਪੁਲੀਸ ਭੇਜਣ ਕਰਕੇ ਤਤਕਾਲੀ ਮੁੱਖ ਮੰਤਰੀ ਸੁਰਜੀਤ ਸਿੰਘ ਬਰਨਾਲਾ ਨੂੰ ਵੀ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਤੋਂ ਧਾਰਮਿਕ ਸਜ਼ਾ ਲਗਾਈ ਗਈ ਸੀ। ਪੰਜਾਬ ਦੇ ਮੌਜੂਦਾ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੂੰ ਵੀ ਇੱਕ ਵਿਵਾਦਿਤ ਵੀਡੀਓ ਦੇ ਮਾਮਲੇ ’ਚ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਸਕੱਤਰੇਤ ਵਿਖੇ ਸਪਸ਼ਟੀਕਰਨ ਲਈ ਤਲਬ ਕੀਤਾ ਜਾ ਚੁੱਕਿਆ ਹੈ। ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਤੋਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੂੰ ‘ਪੰਥ ਦੋਖੀ’ ਕਰਾਰ ਦਿੱਤਾ ਗਿਆ ਹੈ।

ਨਵੀਂ ਤੇ ਪੁਰਾਣੀ ਗੱਲ
ਅੱਜ ਦੀ ਪੇਸ਼ੀ ‘ਚ ਨਵੀਂ ਗੱਲ ਇਹ ਸੀ ਕਿ ਜਥੇਦਾਰ ਗਿਆਨੀ ਕੁਲਦੀਪ ਸਿੰਘ ਗੱੜਗੱਜ ਨੇ ਸਰਕਾਰ ਅਤੇ ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ ਨੂੰ ਬੇਅਦਬੀ ਵਿਰੋਧੀ ਕਾਨੂੰਨ ‘ਚ ਇਕ ਮੱਦ ਸ਼ਾਮਲ ਕਰਨ ਨੂੰ ਕਿਹਾ।
ਇਸ ਮੱਦ ਮੁਤਾਬਕ ਜੇ ਕੋਈ ਸਿੱਖ ਵਿਰੋਧੀ ਡੇਰੇ ਦਾ ਚੇਲਾ ਜਾਣਬੁੱਝ ਕੇ ਜਾਂ ਸਾਜ਼ਿਸ਼ੀ ਢੰਗ ਨਾਲ ਬੇਅਦਬੀ ਕਰਦਾ ਹੈ ਤਾਂ ਉਸ ਡੇਰੇ ਦੇ ਮੁਖੀ ਖ਼ਿਲਾਫ਼ ਵੀ ਬੇਅਦਬੀ ਦਾ ਕੇਸ ਦਰਜ ਕੀਤਾ ਜਾਵੇ।
ਪੁਰਾਣੀ ਗੱਲ ਇਹ ਸੀ ਕਿ ਕਾਰਵਾਈ ਦੀ ਸ਼ੁਰੂਆਤ ਵਿੱਚ, ਆਪ (AAP) ਵਿਧਾਇਕ ਇੰਦਰਬੀਰ ਸਿੰਘ ਨਿੱਜਰ ਨੇ ਲਾਈਵ ਪ੍ਰਸਾਰਣ ਨੂੰ ਰੋਕਣ ਦੀ ਬੇਨਤੀ ਕੀਤੀ, ਅਤੇ ਕਿਹਾ ਕਿ ਮਾਮਲਾ ਬਹੁਤ ਸੰਵੇਦਨਸ਼ੀਲ ਹੈ ਅਤੇ ਇਸ ਨੂੰ ਜਨਤਕ ਤੌਰ ‘ਤੇ ਪ੍ਰਸਾਰਿਤ ਨਹੀਂ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ। ਜਥੇਦਾਰ ਨੇ ਇਸ ਬੇਨਤੀ ਨੂੰ ਪ੍ਰਵਾਨ ਨਹੀਂ ਕੀਤਾ। ਜਥੇਦਾਰ ਨੇ ਯਾਦ ਦਿਵਾਇਆ ਕਿ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਹੀ ਪਹਿਲੀ ਵਾਰ ਅਕਾਲ ਤਖ਼ਤ ਦੀ ਕਾਰਵਾਈ ਦੇ ਲਾਈਵ ਪ੍ਰਸਾਰਣ ਦੀ ਗੱਲ ਕੀਤੀ ਸੀ।
ਹਾਲਾਂਕਿ, ਕਾਰਵਾਈ ਦੇ ਅੰਤ ਵੱਲ, ਜਥੇਦਾਰ ਨੂੰ ਪਤਾ ਲੱਗਿਆ ਕਿ ਮੀਡੀਆ ਚੈਨਲਾਂ ਨੇ ਕਥਿਤ ਤੌਰ ‘ਤੇ ਸਰਕਾਰ ਦੇ ਨਿਰਦੇਸ਼ਾਂ ‘ਤੇ ਲਾਈਵ ਪ੍ਰਸਾਰਣ ਰੋਕ ਦਿੱਤਾ ਹੈ ।
ਇਸ ਤੋਂ ਬਾਅਦ ਜਥੇਦਾਰ ਨੇ ਉੱਥੇ ਮੌਜੂਦ ਸਰਕਾਰ ਦੇ ਮੰਤਰੀਆਂ ਨੂੰ ਚੈਨਲਾਂ ਨੂੰ ਦੁਬਾਰਾ ਲਾਈਵ ਕਵਰੇਜ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ ਦੇਣ ਲਈ ਕਿਹਾ। ਸਰਕਾਰ ਦੇ ਕਹਿਣ ‘ਤੇ ਮੀਡੀਆ ਵੱਲੋਂ ਪ੍ਰਸਾਰਣ ਬੰਦ ਕਰ ਦੇਣਾ ਤਾਂ ਪੁਰਾਣੀ ਗੱਲ ਹੀ ਹੈ।

ਜਿਵੇਂ ਹੀ ਪੰਜ ਸਿੰਘ ਸਾਹਿਬਾਨ ਵੱਲੋਂ ਇਹ ਫੈਸਲਾ ਸੁਣਾਇਆ ਗਿਆ ਕਿ ਸਮੂਹ ਸਿੱਖ ਵਿਧਾਇਕਾਂ ਅਤੇ ਮੰਤਰੀਆਂ ਦਾ ਇਹ ਨੈਤਿਕ ਫਰਜ਼ ਹੈ ਕਿ ਉਹ ਇੱਕ ਮਹੀਨੇ ਦੇ ਅੰਦਰ-ਅੰਦਰ ਵਿਧਾਨ ਸਭਾ ਰਾਹੀਂ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਦੇ ਸਾਰੇ ਇਤਰਾਜ਼ਾਂ ਨੂੰ ਦੂਰ ਕਰਨ, ਤਾਂ ਹਾਲ ਵਿੱਚ ਮੌਜੂਦ ਸਾਰੀਆਂ ਸਿਆਸੀ ਪਾਰਟੀਆਂ (ਆਮ ਆਦਮੀ ਪਾਰਟੀ, ਕਾਂਗਰਸ ਅਤੇ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ) ਦੇ ਆਗੂਆਂ ਨੇ ਇੱਕਸੁਰ ਵਿੱਚ ‘ਬੋਲੇ ਸੋ ਨਿਹਾਲ, ਸਤਿ ਸ੍ਰੀ ਅਕਾਲ’ ਦੇ ਆਕਾਸ਼-ਗੁੰਜਾਊ ਜੈਕਾਰੇ ਛੱਡ ਕੇ ਇਸ ਫੈਸਲੇ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ। ਜੈਕਾਰਿਆਂ ਦੀ ਗੂੰਜ ਦੇ ਨਾਲ ਹੀ ਸਮੂਹ ਵਿਧਾਇਕਾਂ ਨੇ ਸਿੰਘ ਸਾਹਿਬਾਨ ਨੂੰ ਭਰੋਸਾ ਦਿੱਤਾ ਕਿ ਉਹ ਨਿਰਧਾਰਿਤ ਇੱਕ ਮਹੀਨੇ ਦੇ ਸਮੇਂ ਦੇ ਅੰਦਰ ਇਸ ਕਾਨੂੰਨ ਵਿੱਚ ਲੋੜੀਂਦੀਆਂ ਸੋਧਾਂ ਕਰਵਾਉਣ ਲਈ ਵਚਨਬੱਧ ਰਹਿਣਗੇ।
Punjab’s Sikh MLAs and Cabinet Ministers on Monday appeared before the Secretariat of Sri Akal Takht Sahib after being summoned in connection with the Jagat Jyot Sri Guru Granth Sahib Satkar (Amendment) Act, 2026.
During the proceedings, the legislators unanimously assured Sri Akal Takht Sahib that they would abide by its directives and support amendments to the anti-sacrilege law in accordance with Sikh religious sentiments. Following the deliberations, Sri Akal Takht directed the Punjab Government to keep the implementation of the Act in abeyance and introduce the required amendments within one month.
The list released by the Sri Akal Takht Secretariat shows that the legislators who appeared included members of the Aam Aadmi Party (AAP), Congress, Shiromani Akali Dal (SAD) and one Independent MLA.
In addition, a few non-Sikh MLAs also appeared before the Secretariat and submitted their clarifications regarding the legislation, although they were not among those formally summoned as Sikh legislators.
The attendance list issued by the Sri Akal Takht provides a detailed record of the legislators who participated in the proceedings concerning the controversial legislation.

ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਦੇ ਕਾਰਜਕਾਰੀ ਜਥੇਦਾਰ ਗਿਆਨੀ ਕੁਲਦੀਪ ਸਿੰਘ ਗੜਗੱਜ ਨੇ ਮੀਡੀਆ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਆਖਿਆ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਉਮੀਦ ਹੈ ਕਿ ਸਰਕਾਰ ਇਸ ਨਿਰਧਾਰਿਤ ਇੱਕ ਮਹੀਨੇ ਦੇ ਸਮੇਂ ਵਿੱਚ ‘ਸਤਕਾਰ ਸੋਧ ਐਕਟ’ ਵਿਚਲੇ ਇਤਰਾਜ਼ਾਂ ਨੂੰ ਦੂਰ ਕਰੇਗੀ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਅੱਜ ਇੱਥੇ ਹਾਜ਼ਰ ਹੋਏ ਲਗਭਗ 84 ਵਿਧਾਇਕਾਂ ਨੇ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਸਾਰੀਆਂ ਪਾਰਟੀਆਂ ਦੇ ਵਿਧਾਇਕ ਸ਼ਾਮਲ ਸਨ, ਹੱਥ ਖੜ੍ਹੇ ਕਰਕੇ ਸਹਿਮਤੀ ਦਿੱਤੀ ਹੈ ਕਿ ਇਸ ਐਕਟ ਵਿੱਚ ਸੋਧ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ। ਬਹੁਤ ਸਾਰੇ ਵਿਧਾਇਕਾਂ ਨੇ ਇਹ ਵੀ ਮੰਨਿਆ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਐਕਟ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦੇਣ ਤੋਂ ਪਹਿਲਾਂ ਇਸ ਨੂੰ ਪੜ੍ਹਿਆ ਜਾਂ ਸੁਣਿਆ ਤੱਕ ਨਹੀਂ ਸੀ।
ਉਨ੍ਹਾਂ ਆਖਿਆ ਕਿ ਇੱਥੇ ਆਏ ਸਾਰੇ ਵਿਧਾਇਕਾਂ ਨੇ ਜੈਕਾਰਿਆਂ ਦੇ ਨਾਲ ਹੱਥ ਖੜੇ ਕਰਕੇ ਇਸ ਫੈਸਲੇ ਨੂੰ ਸਹਿਮਤੀ ਦਿੱਤੀ ਹੈ। ਇਸ ਕਰਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਉਮੀਦ ਹੈ ਕਿ ਸਰਕਾਰ ਇੱਕ ਮਹੀਨੇ ਤੋਂ ਪਹਿਲਾਂ ਹੀ ਐਕਟ ਵਿਚਲੇ ਇਤਰਾਜ਼ਾਂ ਨੂੰ ਠੀਕ ਕਰ ਰਹੇ ਦੇਵੇਗੀ। ਜਥੇਦਾਰ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਐਕਟ ਵਿਚਲੀਆਂ ਇਤਰਾਜ਼ਯੋਗ ਮੱਦਾਂ ਬਾਰੇ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦੇ ਸਪੀਕਰ ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਰਾਹੀਂ ਸਰਕਾਰ ਨੂੰ ਜਾਣੂ ਕਰਵਾਇਆ ਜਾ ਚੁੱਕਾ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਹਨਾਂ ਇਤਰਾਜ਼ਾਂ ਤੋਂ ਇਲਾਵਾ ਅੱਜ ਇੱਕ ਹੋਰ ਅਹਿਮ ਗੱਲ ਇਸ ਕਾਨੂੰਨ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰਨ ਵਾਸਤੇ ਆਖੀ ਗਈ ਹੈ ਕਿ ਬੇਅਦਬੀ ਮਾਮਲਿਆਂ ਵਿੱਚ ਸਿੱਖ ਵਿਰੋਧੀ ਡੇਰਿਆਂ ਨੂੰ ਵੀ ਸ਼ਾਮਲ ਕੀਤਾ ਜਾਵੇ। ਜੇਕਰ ਕੋਈ ਅਜਿਹੇ ਡੇਰੇ ਵਾਲਾ ਬੇਅਦਬੀ ਕਰਦਾ ਹੈ, ਤਾਂ ਉਸ ਡੇਰੇ ਦੇ ਮੁਖੀ ਸਮੇਤ ਹੋਰ ਜ਼ਿੰਮੇਵਾਰ ਵਿਅਕਤੀ ਵੀ ਇਸ ਕਾਨੂੰਨ ਦੇ ਘੇਰੇ ਵਿੱਚ ਆਉਣਗੇ।

The appearance of legislators before the Sri Akal Takht assumes significance as the Sikh temporal seat has directed the Punjab government to put the implementation of the Jagat Jyot Sri Guru Granth Sahib Satkar (Amendment) Act, 2026 on hold and carry out amendments to the legislation within one month after addressing objections raised by Sikh religious authorities. This is the first time in recent years that such a large number of sitting legislators from across political parties have appeared before the Akal Takht over a legislative issue.
