ਵੈਨਕੂਵਰ: ਕੈਨੇਡਾ ਦੀ ਫੈਡਰਲ ਕੋਰਟ ਨੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਐਂਡ ਰਫਿਊਜੀ ਬੋਰਡ (IRB) ਵੱਲੋਂ ਕਰਮਵੀਰ ਸਿੰਘ ਨੂੰ ਸ਼ਰਤਾਂ ਤਹਿਤ ਰਿਹਾਅ ਕਰਨ ਦਾ ਫ਼ੈਸਲਾ ਰੱਦ ਕਰ ਦਿੱਤਾ ਹੈ। ਕਰਮਵੀਰ ਸਿੰਘ ਨੂੰ ਕੈਨੇਡੀਅਨ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਲਾਰੈਂਸ ਬਿਸ਼ਨੋਈ ਗੈਂਗ ਦਾ ਕਥਿਤ ਮੈਂਬਰ ਦੱਸਿਆ ਗਿਆ ਹੈ। ਉਹ ਭਾਰਤ ਵਿੱਚ ਸਾਲ 2012 ਦੇ ਇੱਕ ਕਤਲ ਮਾਮਲੇ ਦਾ ਸਾਹਮਣਾ ਕਰਨ ਲਈ ਲੋੜੀਂਦਾ ਦੱਸਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਹਾਲਾਂਕਿ ਉਸ ਵਿਰੁੱਧ ਲੱਗੇ ਦੋਸ਼ ਅਜੇ ਅਦਾਲਤ ਵਿੱਚ ਸਾਬਤ ਨਹੀਂ ਹੋਏ।
3 ਅਗਸਤ 2026 ਨੂੰ ਜਾਰੀ ਫ਼ੈਸਲੇ ਵਿੱਚ ਜਸਟਿਸ ਫੂਆਂਗ ਐਨਗੋ ਨੇ ਕਿਹਾ ਕਿ ਇਮੀਗ੍ਰੇਸ਼ਨ ਬੋਰਡ ਕਰਮਵੀਰ ਦੀਆਂ ਦੋ ਭੈਣਾਂ ਦੀ ਭਰੋਸੇਯੋਗਤਾ, ਉਨ੍ਹਾਂ ਦੀ ਆਮਦਨ ਅਤੇ ਜ਼ਮਾਨਤ ਦੀ ਰਕਮ ਦੇ ਸਰੋਤਾਂ ਨਾਲ ਜੁੜੇ ਅਹਿਮ ਸਬੂਤਾਂ ਦਾ ਢੁੱਕਵਾਂ ਮੁਲਾਂਕਣ ਕਰਨ ਵਿੱਚ ਅਸਫਲ ਰਿਹਾ। ਇਸ ਲਈ ਰਿਹਾਈ ਦਾ ਫ਼ੈਸਲਾ ਗੈਰ-ਵਾਜਬ ਕਰਾਰ ਦਿੱਤਾ ਗਿਆ।
ਕਰਮਵੀਰ ਸਿੰਘ ਭਾਰਤੀ ਨਾਗਰਿਕ ਹੈ ਅਤੇ 2 ਅਪ੍ਰੈਲ 2026 ਤੋਂ ਕੈਨੇਡਾ ਵਿੱਚ ਇਮੀਗ੍ਰੇਸ਼ਨ ਹਿਰਾਸਤ ਅਧੀਨ ਹੈ। 10 ਜੂਨ ਨੂੰ ਬੋਰਡ ਨੇ ਉਸ ਨੂੰ ਘਰ ਵਿੱਚ ਨਜ਼ਰਬੰਦੀ, ਇਲੈਕਟ੍ਰਾਨਿਕ ਨਿਗਰਾਨੀ ਅਤੇ ਇੱਕ ਲੱਖ ਕੈਨੇਡੀਅਨ ਡਾਲਰ ਦੀ ਨਕਦ ਜ਼ਮਾਨਤ ਸਮੇਤ ਕਈ ਸਖ਼ਤ ਸ਼ਰਤਾਂ ’ਤੇ ਰਿਹਾਅ ਕਰਨ ਦਾ ਹੁਕਮ ਦਿੱਤਾ ਸੀ।
ਕੈਨੇਡਾ ਬਾਰਡਰ ਸਰਵਿਸਿਜ਼ ਏਜੰਸੀ (CBSA) ਨੇ ਕਰਮਵੀਰ ਦੇ ਜੀਜੇ ਵੱਲੋਂ ਪੇਸ਼ ਕੀਤੀ ਇੱਕ ਲੱਖ ਡਾਲਰ ਦੀ ਰਕਮ ਦੇ ਸਰੋਤ ਬਾਰੇ ਸ਼ੱਕ ਹੋਣ ਕਾਰਨ ਉਸ ਨੂੰ ਸਵੀਕਾਰ ਨਹੀਂ ਕੀਤਾ। ਇਸ ਕਰਕੇ ਰਿਹਾਈ ਦਾ ਹੁਕਮ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਕਰਮਵੀਰ ਹਿਰਾਸਤ ਵਿੱਚ ਹੀ ਰਿਹਾ।
ਜੁਲਾਈ ਵਿੱਚ ਹੋਈ ਅਗਲੀ ਸੁਣਵਾਈ ਦੌਰਾਨ ਇੱਕ ਸੋਧੀ ਹੋਈ ਯੋਜਨਾ ਤਹਿਤ ਮੁੜ ਰਿਹਾਈ ਦਾ ਹੁਕਮ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਪਰ ਫੈਡਰਲ ਕੋਰਟ ਨੇ ਕਿਹਾ ਕਿ ਬੋਰਡ ਨੇ ਇਹ ਸਪੱਸ਼ਟ ਨਹੀਂ ਕੀਤਾ ਕਿ ਨਵੀਆਂ ਸ਼ਰਤਾਂ ਕਰਮਵੀਰ ਦੇ ਫ਼ਰਾਰ ਹੋਣ ਦੇ ਮੱਧਮ ਪੱਧਰ ਦੇ ਖ਼ਤਰੇ ਅਤੇ ਕੈਨੇਡੀਅਨ ਲੋਕਾਂ ਲਈ ਦੱਸੇ ਗਏ ਖ਼ਤਰੇ ਨੂੰ ਕਿਵੇਂ ਦੂਰ ਕਰਨਗੀਆਂ।
ਅਦਾਲਤੀ ਫ਼ੈਸਲੇ ਮੁਤਾਬਕ ਕਰਮਵੀਰ ਦੀ ਇੱਕ ਭੈਣ ਹਰਪਵਨਜੀਤ ਕੌਰ ਧਾਲੀਵਾਲ ਦੇ ਰੁਜ਼ਗਾਰ ਅਤੇ ਆਮਦਨ ਸਬੰਧੀ ਬਿਆਨਾਂ ਵਿੱਚ ਮਹੱਤਵਪੂਰਨ ਅੰਤਰ ਸਨ। ਦੂਜੀ ਭੈਣ ਨਵਨੀਨ ਕੌਰ ਦੇ ਬੈਂਕ ਖਾਤੇ ਵਿੱਚ ਕੁਝ ਸ਼ੱਕੀ ਇਲੈਕਟ੍ਰਾਨਿਕ ਟਰਾਂਸਫਰ ਅਤੇ ਜਮ੍ਹਾਂ ਰਕਮਾਂ ਦਾ ਵੀ ਜ਼ਿਕਰ ਕੀਤਾ ਗਿਆ। ਅਦਾਲਤ ਨੇ ਕਿਹਾ ਕਿ ਬੋਰਡ ਨੇ ਇਨ੍ਹਾਂ ਮਸਲਿਆਂ ਦਾ ਢੁੱਕਵਾਂ ਨਿਪਟਾਰਾ ਕੀਤੇ ਬਿਨਾਂ ਉਨ੍ਹਾਂ ਨੂੰ ਜ਼ਮਾਨਤੀ ਵਜੋਂ ਸਵੀਕਾਰ ਕਰ ਲਿਆ।
ਰਵਨੀਤ ਬਿੱਟੂ ਨਾਲ ਤਸਵੀਰਾਂ ਦੀ ਚਰਚਾ
ਸੋਸ਼ਲ ਮੀਡੀਆ ’ਤੇ ਕੁਝ ਤਸਵੀਰਾਂ ਵਾਇਰਲ ਹੋ ਰਹੀਆਂ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਕਰਮਵੀਰ ਸਿੰਘ ਨੂੰ ਕੇਂਦਰੀ ਰਾਜ ਮੰਤਰੀ ਅਤੇ ਭਾਜਪਾ ਆਗੂ ਰਵਨੀਤ ਸਿੰਘ ਬਿੱਟੂ ਨਾਲ ਦਿਖਾਏ ਜਾਣ ਦਾ ਦਾਅਵਾ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਰਵਨੀਤ ਬਿੱਟੂ ਦੇ ਇੱਕ ਪੁਰਾਣੇ ਫੇਸਬੁੱਕ ਪੋਸਟ ਵਿੱਚ ਵੀ “ਸਰਦਾਰ ਕਰਮਵੀਰ ਸਿੰਘ” ਨੂੰ ਇੱਕ ਚੋਣ ਰੈਲੀ ਲਈ ਵਿਸ਼ੇਸ਼ ਧੰਨਵਾਦ ਦਿੱਤਾ ਗਿਆ ਸੀ।
ਪਰ ਸਿਰਫ਼ ਤਸਵੀਰਾਂ ਜਾਂ ਕਿਸੇ ਸਮਾਗਮ ਵਿੱਚ ਮੌਜੂਦਗੀ ਦੇ ਆਧਾਰ ’ਤੇ ਦੋਵਾਂ ਵਿਚਾਲੇ ਅਪਰਾਧਿਕ ਜਾਂ ਸੰਗਠਨਾਤਮਕ ਸਬੰਧ ਸਾਬਤ ਨਹੀਂ ਹੁੰਦਾ। ਫੈਡਰਲ ਕੋਰਟ ਦੇ ਸਾਹਮਣੇ ਆਏ ਰਿਹਾਈ ਸਬੰਧੀ ਫ਼ੈਸਲੇ ਵਿੱਚ ਰਵਨੀਤ ਬਿੱਟੂ ਦੀ ਕਿਸੇ ਭੂਮਿਕਾ ਦਾ ਜ਼ਿਕਰ ਨਹੀਂ ਹੈ। ਇਸ ਲਈ ਇਸ ਪਹਿਲੂ ਨੂੰ “ਨੇੜਤਾ ਦੇ ਦਾਅਵੇ” ਜਾਂ “ਵਾਇਰਲ ਤਸਵੀਰਾਂ” ਵਜੋਂ ਹੀ ਲਿਖਣਾ ਤੱਥਾਂ ਪੱਖੋਂ ਸੁਰੱਖਿਅਤ ਰਹੇਗਾ।
ਕਰਮਵੀਰ ਸਿੰਘ ਦੀ ਅਗਲੀ ਹਿਰਾਸਤ ਸਮੀਖਿਆ 5 ਅਗਸਤ ਲਈ ਨਿਰਧਾਰਤ ਦੱਸੀ ਗਈ ਸੀ। ਫੈਡਰਲ ਕੋਰਟ ਦੇ ਫ਼ੈਸਲੇ ਮਗਰੋਂ ਉਹ ਫਿਲਹਾਲ ਹਿਰਾਸਤ ਵਿੱਚ ਹੀ ਹੈ ਅਤੇ ਉਸ ਦੀ ਰਿਹਾਈ ਬਾਰੇ ਮਾਮਲਾ ਮੁੜ ਵਿਚਾਰ ਲਈ ਇਮੀਗ੍ਰੇਸ਼ਨ ਬੋਰਡ ਕੋਲ ਜਾ ਸਕਦਾ ਹੈ।

VANCOUVER: Canada’s Federal Court has overturned an Immigration and Refugee Board decision ordering the conditional release of Karamveer Singh, an Indian citizen accused of having links to the Lawrence Bishnoi gang.
Canadian authorities say Singh is wanted in India in connection with a 2012 murder case. The allegations against him have not been proven in court.
Singh has remained in Canadian immigration detention since April 2, 2026. On June 10, the Immigration and Refugee Board ordered his release under strict conditions, including house arrest, electronic monitoring and a cash bond of C$100,000.
However, the Canada Border Services Agency refused to accept the payment offered by Singh’s brother-in-law because of concerns about the source of the money. Singh therefore remained in custody despite the release order.
A revised release plan was later approved following another detention review. Canada’s public safety minister challenged that decision before the Federal Court.
In a decision dated August 3, Justice Phuong Ngo ruled that the immigration board had failed to properly assess important evidence concerning the credibility and suitability of Singh’s two sisters, who had offered to act as bondspersons.
The court noted significant discrepancies concerning the employment and income of one sister, Harpawanjit Kaur Dhaliwal. It also referred to unresolved questions about the other sister, Navneen Kaur, including suspicious electronic transfers and deposits recorded in her bank account.
Justice Ngo said the board had not adequately determined whether the two women were reliable enough to supervise Singh and ensure that he followed his release conditions or complied with any future removal order.
The court also found that the revised release decision did not properly explain how its conditions would address Singh’s medium-level flight risk and the danger authorities alleged he posed to the Canadian public. As a result, the decision was declared unreasonable and set aside.
Singh consequently remained in custody. His next detention review had been scheduled for August 5, although the Immigration and Refugee Board said it had no public information available about the hearing.
Photographs with Ravneet Bittu spark discussion
Photographs circulating on social media allegedly show Karamveer Singh with BJP leader and Union Minister of State Ravneet Singh Bittu. An older post from Bittu’s Facebook page also thanked a person named “Sardar Karamveer Singh” for his contribution to a political rally.
However, photographs taken at a public or political event do not by themselves establish a personal, criminal or organisational connection. The Federal Court ruling concerning Singh’s release does not allege any involvement by Bittu.
Therefore, the matter should be described only as discussion surrounding reportedly circulating photographs unless the identity of the person and the nature of their relationship are independently verified.
Singh is described as an alleged Bishnoi gang associate, and the accusations against him remain unproven. Canada’s Federal Court ruling dealt with the reasonableness of his release plan and the reliability of the proposed bondspersons—it was not a ruling on his guilt in the Indian murder case.
