India Shields Consumers from Global Oil Surge, Imposes Export Tax on Fuel
India has taken key measures to protect its citizens from the sharp rise in global crude oil prices, according to Petroleum Minister Hardeep Singh Puri. International crude prices surged from around $70 to $122 per barrel within a month, leading to significant fuel price hikes across the world.
Petrol excise duty: ਸਰਕਾਰ ਨੇ ਪੈਟਰੋਲ ‘ਤੇ ਐਕਸਾਈਜ਼ ਡਿਊਟੀ (ਆਬਕਾਰੀ ਡਿਊਟੀ) ਘਟਾ ਕੇ 3 ਰੁਪਏ ਪ੍ਰਤੀ ਲੀਟਰ ਕਰ ਦਿੱਤੀ ਹੈ ਅਤੇ ਡੀਜ਼ਲ ਨੂੰ ਇਸ ਤੋਂ ਪੂਰੀ ਤਰ੍ਹਾਂ ਮੁਕਤ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਹ ਕਦਮ ਐੱਚ ਪੀ ਸੀ ਐੱਲ (HPCL), ਬੀ ਪੀ ਸੀ ਐੱਲ (BPCL) ਅਤੇ ਆਈ ਓ ਸੀ (IOC) ਵਰਗੀਆਂ ਤੇਲ ਮਾਰਕੀਟਿੰਗ ਕੰਪਨੀਆਂ ਨੂੰ ਮੱਧ ਪੂਰਬ ਵਿੱਚ ਜੰਗ ਦੌਰਾਨ ਵਧ ਰਹੀਆਂ ਅੰਤਰਰਾਸ਼ਟਰੀ ਕੱਚੇ ਤੇਲ ਦੀਆਂ ਕੀਮਤਾਂ ਨਾਲ ਨਜਿੱਠਣ ਵਿੱਚ ਮਦਦ ਕਰਨ ਲਈ ਚੁੱਕਿਆ ਗਿਆ ਹੈ।
ਵਿੱਤ ਮੰਤਰਾਲੇ ਨੇ 26 ਮਾਰਚ ਦੇ ਇੱਕ ਨੋਟੀਫਿਕੇਸ਼ਨ ਵਿੱਚ ਪੈਟਰੋਲ ‘ਤੇ ਐਕਸਾਈਜ਼ ਡਿਊਟੀ ਨੂੰ ਪਹਿਲਾਂ ਦੇ 13 ਰੁਪਏ ਪ੍ਰਤੀ ਲੀਟਰ ਤੋਂ ਘਟਾ ਕੇ 3 ਰੁਪਏ ਪ੍ਰਤੀ ਲੀਟਰ ਕਰ ਦਿੱਤਾ ਹੈ, ਜਦਕਿ ਡੀਜ਼ਲ ‘ਤੇ ਲੱਗਣ ਵਾਲੀ 10 ਰੁਪਏ ਦੀ ਡਿਊਟੀ ਨੂੰ ਘਟਾ ਕੇ ਸਿਫ਼ਰ (nil) ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਮੰਤਰਾਲੇ ਨੇ ਕਿਹਾ ਕਿ ਡਿਊਟੀ ਵਿੱਚ ਇਹ ਕਟੌਤੀ ਤੁਰੰਤ ਪ੍ਰਭਾਵ ਨਾਲ ਲਾਗੂ ਹੋ ਗਈ ਹੈ।
ਭਾਰਤ ਵਿੱਚ ਤੇਲ ਮਾਰਕੀਟਿੰਗ ਕੰਪਨੀਆਂ ਦਬਾਅ ਹੇਠ ਹਨ ਕਿਉਂਕਿ 28 ਫਰਵਰੀ ਤੋਂ ਅੰਤਰਰਾਸ਼ਟਰੀ ਤੇਲ ਕੀਮਤਾਂ ਵਿੱਚ ਲਗਪਗ 50 ਫੀਸਦੀ ਉਛਾਲ ਆਉਣ ਦੇ ਬਾਵਜੂਦ ਪੈਟਰੋਲ ਅਤੇ ਡੀਜ਼ਲ ਦੀਆਂ ਪ੍ਰਚੂਨ ਕੀਮਤਾਂ ਸਥਿਰ ਰੱਖੀਆਂ ਗਈਆਂ ਹਨ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ 28 ਫਰਵਰੀ ਨੂੰ ਅਮਰੀਕਾ ਅਤੇ ਇਜ਼ਰਾਈਲ ਨੇ ਇਰਾਨ ਵਿਰੁੱਧ ਫੌਜੀ ਹਮਲੇ ਕੀਤੇ ਸਨ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਤਹਿਰਾਨ ਨੇ ਵੀ ਭਾਰੀ ਜਵਾਬੀ ਕਾਰਵਾਈ ਕੀਤੀ ਸੀ।

ਰੇਟਿੰਗ ਏਜੰਸੀ ‘ਇਕਰਾ’ (ICRA) ਨੇ ਵੀਰਵਾਰ ਨੂੰ ਇੱਕ ਨੋਟ ਵਿੱਚ ਕਿਹਾ ਕਿ ਜੇ ਕੱਚੇ ਤੇਲ ਦੀ ਔਸਤ ਕੀਮਤ 100-105 ਡਾਲਰ ਪ੍ਰਤੀ ਬੈਰਲ ਤੱਕ ਜਾਂਦੀ ਹੈ, ਤਾਂ ਤੇਲ ਰਿਟੇਲਰਾਂ ਨੂੰ ਪੈਟਰੋਲ ਅਤੇ ਡੀਜ਼ਲ ‘ਤੇ ਕ੍ਰਮਵਾਰ 11 ਰੁਪਏ ਅਤੇ 14 ਰੁਪਏ ਪ੍ਰਤੀ ਲੀਟਰ ਦਾ ਨੁਕਸਾਨ ਹੋਵੇਗਾ। ਅੰਤਰਰਾਸ਼ਟਰੀ ਤੇਲ ਦੀਆਂ ਕੀਮਤਾਂ ਇਸ ਮਹੀਨੇ ਦੇ ਸ਼ੁਰੂ ਵਿੱਚ 119 ਡਾਲਰ ਪ੍ਰਤੀ ਬੈਰਲ ਤੱਕ ਪਹੁੰਚ ਗਈਆਂ ਸਨ, ਜੋ ਬਾਅਦ ਵਿੱਚ ਘਟ ਕੇ ਲਗਪਗ 100 ਡਾਲਰ ਪ੍ਰਤੀ ਬੈਰਲ ਦੇ ਆਸ-ਪਾਸ ਆ ਗਈਆਂ।
While many countries passed on the increased costs to consumers, the Indian government chose to absorb a substantial portion of the burden. Under the leadership of Narendra Modi, the government prioritized shielding citizens from global price volatility.
To manage the situation, the government reduced the impact of rising prices on consumers by taking a hit on its own revenues and ensuring oil companies did not pass on the full cost. At the same time, an export tax has been imposed on refineries exporting petrol and diesel to foreign markets. This step aims to maintain adequate domestic supply and stabilize fuel prices within the country.
